Prop 28 Coalition Letter of Concern

Create CA, along with 84 community based organizations, are concerned that some school districts are making decisions without input from their communities and not complying with Prop 28’s supplement requirements by using the funds to replace existing arts education funding. We sent a letter to the Governor, State Superintendent, Senate President, and Assembly Speaker to express those concerns.

Prop 28 Planning Toolkit Flyer

The Prop 28 AMS Planning Toolkit, developed in consultation with arts education field leaders, will help Local Education Agency (LEA) administrators, school site staff, and their allies collaborate to effectively plan for Prop 28 AMS and strategize to build or further develop a comprehensive arts program in dance, media arts, music, theatre, and visual arts in every school and grade level.

El Kit de Planificación e Implementación de la Propuesta 28 ayudará a los administradores de las Agencias de Educación Local, al personal de las escuelas y a sus aliados a colaborar de manera efectiva en la implementación de la Propuesta 28 y a desarrollar o fortalecer un programa artístico integral en danza, artes multimedia, música, teatro y artes visuales en todas las escuelas y niveles de grado.

Prop 28 Parent Flyer

In November 2022, California voters overwhelmingly approved Prop 28: The Arts and Music in Schools — Funding Guarantee and Accountability Act. Prop 28 provides a minimum source for annual funding to “supplement arts education programs” for pupils attending state-funded PK–12 public and charter schools.

This policy paper underscores our commitment to every California student receiving access to high-quality arts education. That commitment has informed our efforts to promote Title I funds being used for arts education strategies to support Title I goals, arts education as an effective strategy within the goals of the Local Control Funding Formula (LCFF), and our work to articulate and promote arts integration throughout the curriculum.
